Paywalls don’t work for newspapers and magazines that focus on general news that you can find almost anywhere for free online. Paywalls are more effective for online digital publications that focus on niche topics for busy professionals, e.g., investment advice. Also, most people are in information overload these days. So people tend to access only a handful of publications that they trust or have time to read. When I hit a paywall in a general news topic, I know that I can use Google to find information on that specific topic from free sources. What newspapers need to do is engage their readers and turn them into a community, but that takes time, work and effort.
